WORKSHOP ON TEST BLUEPRINT AND LIST OF CLINICAL PROBLEMS: TOWARDS THE NATIONAL MEDICAL LICENSING EXAMINATION

On February 5, 2026, at Lecture Hall 9B – University of Medicine and Pharmacy at Ho Chi Minh City (UMP), the Center for Medical Education successfully organized the Workshop "Determining the Structure of the Test Blueprint and the List of Clinical Problems for the National Medical Licensing Examination".
The workshop served as an important professional forum for the Schools and Faculties of UMP to share experiences and support one another in the roadmap to build standardized assessment toolkits, aiming towards the national licensing examination for health professions.
The workshop was chaired and led by Assoc. Prof. Vuong Thi Ngoc Lan, MD, PhD – Vice President of UMP. The event was attended by 80 delegates, who are leaders and core faculty members from member units: School of Nursing and Medical Technology, School of Pharmacy, Faculty of Public Health, Faculty of Dentistry, Faculty of Traditional Medicine, and the Center for Medical Education. The workshop also featured the participation of Assoc. Prof. Le Khac Bao, MD, PhD – Director of the Center for Medical Education; Nguyen Duc Khanh, PhD – Deputy Director of the Center for Medical Education; and Doan Thi Thu Hoa, MSc – Assessment and Testing Expert, School of Medicine.

Consistent Message
With the spirit of "Unity – Sharing – Companionship," the workshop strongly spread the message of solidarity within a cohesive pedagogical collective. Training units at UMP committed to the goal of establishing minimum competency standards, ensuring scientific rigor and transparency in measuring practice competency. The workshop affirmed the power of internal coordination, where experienced units are ready to share and support partner units, creating comprehensive synchronization in testing and preparation for the national examination.
Working Content and Discussion
The workshop took place with focused working sessions, moving from strategic orientation to the practice of building detailed tools:
Opening Session and Orientation: Assoc. Prof. Vuong Thi Ngoc Lan delivered the opening speech, emphasizing the importance of standardizing competency assessment and presenting the detailed plan for building the toolkit for the national medical competency assessment exam, creating a solid theoretical framework for the units.

Subsequently, delegates were divided into 10 groups for lively discussions to propose plans for building specific lists for each sector, under the coordination of Nguyen Duc Khanh, PhD and Nguyen Thi Minh Tan, PhD.

Determining Test Blueprint Structure: In the afternoon session, the workshop focused on the objective of determining the Test Blueprint structure. Delegates discussed principles for determining weights for aspects within each essential problem and methods for establishing cognitive levels for MCQ items according to Bloom's Taxonomy (Remember, Understand, Apply).

Conclusion and Commitment to Action
Following the group plan presentations, Assoc. Prof. Vuong Thi Ngoc Lan delivered the closing remarks, acknowledging the urgent and positive working spirit of the participating units. Participating delegates also demonstrated determination through the action strategies of each unit.





The workshop concluded in an atmosphere of consensus and high determination from all participating units. The success of the program lies not only in unifying professional methods but also serves as proof of the power of cohesion and the spirit of responsibility throughout the entire UMP system.
